Digital revolution also changes the pattern of governance in the political and public fields. Digital transformation of public services at national and local levels enables citizens to register to vote, check all their documentation, view their bills and communicate with the civil servants. The importance of the digital transformation of public services are recognized by the several states and regional authorities. The United Kingdom adopted its Government Transformation Strategy 2017-2020 to smooth this process further. One problem that might be emerged is that civil servants may have no skills to properly use digital technologies. This can cause significant problems in everyday public services.  We should ask if civil servants at national and local levels are ready to use digital facilities and if not, what can be done about this?
