The EU may offer financial support, accelerated licensing procedures and improved regulatory conditions for grid projects that seek to improve the interconnection of electricity grids between several Member States. A precondition to receive such support has been that projects must span across several countries. Smart Grid projects, however, are often smaller in scale. Does this selection procedure favour major utilities’ investments in large infrastructure over smaller actors who want to develop Smart Grids on the local level? Should the EU to a greater degree support small scale initiatives, and do such initiatives improve interconnectedness?
