The Outer Space Treaty states under Article I that, The exploration and use of outer space, including the Moon and other celestial bodies shall be carried out for the benefit and in the interests of all countries, irrespective of their degree of economic or scientific development, and shall be the province of all mankind(UN 1967).

Is it legitimate for one country to give private companies authorisation to start space exploration, as been done with Elon Musk? If so, where should be the boundary of company’s activities? How can we ensure the exploration will be used for good not evil?
