What should be the stance of public authorities on projects like Elon Musk’s project to colonize Mars?

Ideas like the project of Elon Musk to colonize Mars, seem to emerge from the private sector. What should be the stance of  public authorities on that kind of project? Should they grant their support or should they forbid them?
